ISS 24/7 Receives SAFETY Act Designation for its Qualified Anti-Terrorism Technology from U.S. Department of Homeland Security

SAFETY Act DesignationCoral Springs, FL, June 13, 2014 – ISS 24/7 has been approved as a Qualified Anti-Terrorism Technology (QATT) provider under a formal SAFETY Act (“the Act”) Designation by the U.S. Department of Homeland Security (DHS). ISS 24/7’s Command Post is a web-based system designed to enhance situational awareness, safety, and security at sporting and entertainment events. The Technology is a means to digitally record, communicate, monitor, and analyze incidents occurring during events at sports and entertainment venues, such as fights, medical issues, maintenance issues, bomb threats or suspicious activity, or other guest complaints.

In addition to being monitored on personal computers at the venue command center, the software application can be accessed on most hand-held smart-phones or tablets with Android or iOS operating systems. The components of the Technology include an Incident Management and Text System. The Technology has several visual cues to increase the users’ situational awareness: time-stamps, color-coding, and blinking alerts.

The purpose of the Act is to ensure that the threat of liability does not deter potential manufacturers or sellers of anti-terrorism technologies from developing, commercializing, and deploying technologies that could significantly reduce the risks or mitigate the effects of large-scale terrorist events. Thus, the Act creates certain liability limitations for claims arising out of, relating to, or resulting from an Act of Terrorism’ where Qualified Anti-Terrorism Technologies have been deployed.

The designation encompassed a rigorous four-month vetting process, prefaced with months of preparation, conducted by the Department’s Science and Technology Board consisting of technical and other teams composed of subject matter experts in federal, state, and local public safety agencies, national laboratories, and academia to establish the solution’s ‘proven effectiveness’ and that it performs as designed. The Technology endured a thorough application process involving examination of the software solution, and customer interviews for feedback on the Technology’s effectiveness during deployment.

News of the Award was personally delivered by Bruce Davidson, Director of the Office of SAFETY Act Implementation at DHS to Jacob Molz, Chief Communications Officer of ISS 24/7. “The review process performed by the SAFETY Act Office requires months of preparation even before submittal for its in-depth technology evaluation,” said Molz. “We are pleased that our clients will possess extra confidence in the protection and value of using ISS 24/7’s system to improve situational awareness, safety, and security during their events.”

As part of the Homeland Security Act of 2002, Public Law 107-296, Congress enacted several levels of liability protection for providers of anti-terrorism technologies. The SAFETY Act provides incentives for the development and deployment of anti-terrorism technologies by creating a system of ‘risk management’ and a system of ‘litigation management.’

Boston Police Department Utilizes ISS 24/7’s Text Communication Solution Providing Patrons a Way to Report Suspicious Activity During 2014 Boston Marathon

Coral Springs, FL, April 28, 2014 – The Boston Police Department recently utilized the ISS 24/7 Text Communication solution for the 118th Boston Marathon. This was the first running of the race since the bombing last year that took the lives of three people and injured 264. Officials underlined that this year’s security would not only be at the finish line, along the entire course 100 security cameras and more than 50 observation points were installed.

The implementation of the Text Communication software provided additional safety and security measures for Boston officials, and afforded runners and patrons the ability to report suspicious activity during the race. The Text Communication module provided an instant, discreet two-way communication tool via text between patrons, staff & central command. Runners and spectators who witnessed suspicious activity were able to have it addressed immediately in order to enhance their race day experience.

According to Rachel McGuire, Boston Police Department, “The system allowed those attending the 2014 Boston Marathon to safely and anonymously alert authorities to potential dangers, as well as provided us as a department a way to communicate among ourselves in the event that radio communication failed. We are happy to say that all went well at the marathon, and we did not have to test most of these features in real time; however, it gave us and the community a greater sense of security knowing that the technology was in place if and when we needed it.”

Boston Police Department had an increased presence of uniformed and undercover officers along the marathon route. Spectators were encouraged to leave large items such as backpacks and strollers at home. These items were not banned; however, individuals may have been subject to search. Patrons were encouraged to follow @bostonpolice for race safety updates, and to text “Boston” to ISS 24/7’s 69050 short code to report suspicious activity, and call 9-1-1 in an emergency situation.

Boston Marathon Tribute was held at the Hynes Convention Center on Tuesday, April 15 to honor those affected by last year’s events, including those who lost lives, survivors, and first responders.
